தொடர்பு கொண்ட உயர் அதிகாரிகள் அனைவருக்கும் பஞ்சாபகேசன் ஒரு அப்பழுக்கற்ற நேர்மையாளர் அவர் ஒரு கீழ் மட்ட ஊழியருக்கு பாராட்டுக்கடிதம் கேட்கிறார் என்றால் அதில் மிகுந்த நியாயம் இருக்கும்; நாம் சிறிது கவனக்குறைவாக இருந்துவிட்டதனால் ப கே கொதித்துப்போய் , இந்தத்துறையில் வேலைபார்ப்பதே வீண் என்ற மனோநிலைக்கு வந்துவிட்டார் ;இனியும் தாமதித்தால் அவர் எப்படி செயல் படுவார் என்று ஊகிக்க இயலாது ; ஆனால்  குடைச்சல் ஏற்படுத்த முடிவு செய்துவிட்டாரானால் , அவரை எதிர்கொள்ள முடியாது . அதனால் அவரிடம் பேசி , என்ன செய்ய வேண்டுமோ அதை 2-3 நாள்களில் செய்து முடிப்பது நலம் என்று தீர்மானித்தனர். .

உயர் அதிகாரிகளிடம் பொங்கி விட்டார் பஞ்சாப கேசன் . இதோ பாருங்கள் எந்த கோர்ட்டிலாவது எந்த அரசுத்துறையின் வழக்காவது ஒரே வாரத்தில் முடிந்துள்ளதா ? 2. எந்த நீதிபதி/ கோர்ட்டாவது APPEAL போக முகாந்திரம் இல்லை என்று தீர்ப்பு வழங்கியிருக்கிறதா? அதே போல முறைகேடாக டிக்கட் பணம் பெற்றவர் யாராயினும் SUSPENSION அண்ட் RECOVERY செய்தபின்பே பென்ஷன் பெற இயலும் என்று தெளிவான  ஆணை  பிறப்பித்துள்ளதா ? இவை அனைத்தும் எவ்வாறு சாத்தியமாயிற்று ? அந்த அளவுக்கு , மிக நுணுக்கமாக தகவல் திரட்டப்பட்டு 'WATER TIGHT CASE ' ஆக வடிவமைத்த நபர் ஒரு கீழ் மட்ட ஊழியர். தென்னக ரயில்வேயில் SENIOR TTE ; நமக்கென்ன வந்தது என்று போகாமல் எவ்வளவு முனைப்பு காட்டி மிகத்துல்லியமாக ஒரு முறைகேட்டை ஐயம் திரிபற நிரூபிக்கும் வகையில் அனைத்துத்தகவல்களையும் முறையான முன் எச்சரிக்கையுடன் தொகுத்திருக்கிறார். அந்த தொகுப்பினை பார்த்த நீதிபதி விரைவாக இறுதி தீர்ப்பு வழங்கியதுடன் ரயில்வே துறை யின் ஊழல் -களையும் முயற்சிக்கு பாராட்டு தெரிவித்திருக்கிறார். மிக நேர்த்தியான தகவல் தொகுப்பை நமது உயர் அதிகாரிகள் பார்த்திருந்தால் , நிச்சயம் மூர்ச்சித்து கீழே சாய்ந்திருப்பார்கள் அவ்வளவு துல்லியமான தொகுப்பை விரைந்து முடித்துக்கொடுத்த  அவருக்கு ஒரு பாராட்டு தெரிவிக்க இவ்வளவு தயக்கமா ?          I FEEL ASHAMED TO BE AN OFFICER IN THIS SYSTEM என்றார் பஞ்சாபகேசன் .

தலைமை அதிகாரி மல்ஹோத்ரா சொன்னார் "Extremely sorry for lax handling .ப்ளீஸ் furnish details through e -mail அண்ட் be  assured of positive action in three days என்று பணிவுடன் தெரிவித்தார். This is the second time that I keep requesting for a LETTER OF APPRECIAION, not to me but to an earnest and honest employee down the line. I hope you realize the gravity of my plea . Mr. Malhotra said ”sure , I understand your agony. I shall see to it that your suggestion is met. Please furnish details. I shall ensure that a format comes to you with all entries. Kindly check the details on the draft and suggest any correction needed. Everything will be completed in three days and sent to the Division concerned with a note to convene a local meeting of station staff when the member concerned is honoured with a tea and the citation as a mark of appreciation from Indian Railways”. அனைத்துத்தகவல்களையும் வரிசைப்படுத்தி JGR மாடசாமி [ஜீயபுரம் கோவிந்தராஜன் மாடசாமி ] சீனியர் TRAVELLING TICKET EXAMINER , திருச்சிராப்பள்ளி ஜங்க்ஷன் , திருச்சி division , Southern  Railway ] அவர்களின் பங்களிப்பை ப்பாராட்டி இந்த பாராட்டுக்கடிதம் ரயில்வே துறையின் சார்பில் ,திருச்சி டிவிஷ ன் உயர் அதிகாரி வாயிலாக வழங்கப்படுகிறது . தங்களின் மேலான சேவைக்கு ரயில்வே நிர்வாகம் என்றென்றும் உறுதுணையாய் நிற்கும் என்று அன்புடன் தெரிவித்துக்கொள்கிறோம் என்னும் பொருள் பட ஆங்கிலத்தில் எழுதப்பெற்று , திருச்சி DRM அலுவலகத்திற்கு 4 ம் நாள் காலை 11 மணி அளவில் வந்து சேர்ந்தது. மல்ஹோத்ராவின் அலுவலக முத்திரையைப்பார்த்த DRM -SIVAPRASAD அவர்களுக்கு , வியர்த்துக்கொட்டியது.. ஒரு வித நடுக்கத்துடன் கடிதத்தைப்பிரித்தார்.

Congratulations on a distinction achieved by an employee of your division –Shri JGR MADASAMI in tracking a nebulous activity of wilful manipulation of provisions for receiving reimbursement of expenses incurred and the permissible allowances thereof. In a legal suit filed by a  beneficiary, The Madras HIGH COURT has duly appreciated the efforts of the railways in curbing the menace and has ‘SUO MOTU’ passed orders for suspending the wrong doer and to recover such undue payments received by the person before any retirement benefits are conceded to the wrong doer.

On behalf of railways , kindly arrange to convene a meeting of the Station staff over a tea in a function in honour of the yeomen services rendered by Shri.JGR MADASAMI and offer your wishes to the said employee on theoccasion and hand over the letter of Appreciation to    Shri.JGR MADASAMI
